99 TOEFL score is a disadvantage for MFE admission?

I got 2 TOEFL test and I got 28/27/24(speaking)/20 (writing)
and 22/28/22(speaking)/24(writing)

what should I do?
Do I have to score over 100 for admission?

You can retake it. If you're not from an English-speaking country, the last thing you want is to have a potential red flag which says you're having trouble communicating in English. Getting sub-100 TOEFL (at least in my opinion) may hurt your application more than a bad score in GRE Verbal.

Low Toefl scores imply low GRE verbal scores(Actually it might even be lower).
