Low gpa for core/required classes but 3.9/4.0 for department GPA

I completed my level 2000 math classes at a state college when I didn't care too much about my GPA. I got a C in Calc 2 and flatlined all B's for linear algebra, calc 1 and 3, and differential equations. My major is CS with a minor in stats, and a certificate in data science, where as of now my upperclassmen/department GPA is a 4/4. I think I'm going to get my first B this semester so I'll be looking at maybe a 3.9/4.0 for my department GPA with roughly a 3.6-3.7 overall by the time I graduate. I really can't retake any classes since I'm over my state's excess hours limit. I plan on doing a numerical methods and mathematical analysis on Coursera soon and I'm trying to shoot for at least 167 quant score. So what are my chances for a top 10 program as a US national coming from a small state school? [spring22/fall22/fall21(round2)]

I also have some decent quant related project's. I'm doing a nlp and sentiment analysis web dashboard for my engineering design project next semester. I'll switch it over to finance data afterwards to see if it generates some alpha. I also have been building out my own repository for analytics and automated trading which has been a pretty big project.

That's pretty much it though, resume wise. I'm going to try for a tech or data science internship after I graduate in summer 21. But with covid, the hiring market is terrible for developers, I'd rather just stick to full time trading.
