MMF UofT or MFRE Imperial

As seen in the title, I have received offers from the Master of Risk Management and Financial Engineering at Imperial College London and Master of Mathematical Finance at the University of Toronto.
Also, I have an admission to master's of Financial Engineering program at the University of Illinois Urbana-Champaign but since I'm Middle Eastern, I am scared about the whole visa and green card situation at the US.
Can anyone help me with my choices please?
