The top 3 finance journals are.. Journal of Finance... journal of financial economics...and review of financial studies.. these are the three elite.

But.. the really top papers...nobel prize worthy.. goto American Economic Review and Journal of Political Economy (black scholes was published here). Close to impossible to get published there. The minimum wait is review is around 4-5 years.

Journal of Portfolio Management is another to consider. But it may not meet the definition of an academic quant finance journal if you are a purist given a good number of authors come from industry.

It totally depends on your interested field, besides the top three mentioned by Joy, Journal of financial and quantitative analysis is another solid tier-1 journal. Three another less solid but still very good journals I read are: journal of futures markets, journal of banking and finance, journal of fixed income, all are practical. If you like to track the new issues of those journals, I once wrote a post how to do that easily: http://www.mathfinance.cn/how-to-track-latest-issue-of-favorite-journals/

JF, JFE, and RFS are top Finance general. However, Top 5 quantitative finance ranked in order are:
Mathematical Finance
International Journal of theoretical and applied finance
Finance and Stochastic
Journal of Futures Markets
Quantitative Finance
